Benefits Under Special Rules for People with a Serious Progressive Condition
The special rules process allows people with a serious progressive condition to have their benefit claims fast-tracked. Under special rules, claims are processed more quickly, the qualifying period is waived, and you may automatically receive the highest rate of benefit. The process is designed to be straightforward and to minimise stress during a difficult time. A healthcare professional, such as your GP, consultant, or specialist nurse, can complete the supporting medical form.
Check Your EligibilityHow the Special Rules Process Works
Under the special rules, benefit claims are prioritised and decisions are typically made much faster than standard claims. For PIP and Attendance Allowance, the usual qualifying period (3 months for PIP, 6 months for Attendance Allowance) is waived, meaning you can receive payment from the date of your claim. For PIP, you are automatically awarded the enhanced rate of the daily living component. For Attendance Allowance, you are automatically awarded the higher rate. No face-to-face assessment is required. A healthcare professional needs to complete an SR1 form (or DS1500 form) to support your claim.
Which Benefits Can Be Fast-Tracked
The special rules apply to PIP, Attendance Allowance, DLA, ESA, and Universal Credit. For ESA, you are automatically placed in the support group without needing a Work Capability Assessment. For Universal Credit, you can be awarded the LCWRA element without the usual 3-month waiting period. Additionally, receiving these benefits under special rules may unlock other support such as Pension Credit, Housing Benefit, Council Tax Reduction, and help for your carer to claim Carer's Allowance.
Getting Support with Claims
You do not need to make the claim yourself — a family member, friend, carer, or representative can make the claim on your behalf. Many people find it helpful to have support from a Macmillan benefits adviser, Citizens Advice, or a hospital social worker. The process is designed to be as straightforward as possible, and DWP staff handling special rules cases receive additional training. Your healthcare professional can provide the necessary medical evidence by completing the SR1 form.
